@pmandin can you confirm that the Windows GUID is correct? The format looks wrong. You can check with SDL's test app or using http://www.generalarcade.com/gamepadtool/

Hello,
I think the ID is still correct, I think I generated it from SDL test app under Linux (in the very early prereleases for SDL2).
I tried gamepadtool, it found my pad without any change, here is the exported line from it:
03000000a30600000b04000000000000,Saitek P990,a:b1,b:b2,back:b8,dpdown:h0.4,dpleft:h0.8,dpright:h0.2,dpup:h0.1,guide:b12,leftshoulder:b4,leftstick:b10,lefttrigger:b6,leftx:a0,lefty:a1,rightshoulder:b5,rightstick:b11,righttrigger:b7,rightx:a3,righty:a2,start:b9,x:b0,y:b3,platform:Windows,
(github splitted the line on a space between Saitek and P990)

Just tested on Linux again (SDL 2.0.14):
03000000a30600000b04000000010000,Saitek P990 Dual Analog Pad,platform:Linux,a:b1,b:b2,x:b0,y:b3,back:b9,start:b8,leftstick:b10,rightstick:b11,leftshoulder:b4,rightshoulder:b5,dpup:h0.1,dpdown:h0.4,dpleft:h0.8,dpright:h0.2,leftx:a0,lefty:a1,rightx:a3,righty:a2,lefttrigger:b6,righttrigger:b7,
So difference between Linux and Windows it seems.
